We contacted the county today and asked if they would consider grinding the stumps from the three (3) Bradford Pear trees the county removed in October. As my wife was listening in to my phone conversation with the county she exclaimed after the call "you're a terrible negotiator". I realized she was right because since I expected them to say No even before I made the call I basically told them we were doing it unless they would.
The county's crews were already out for the days so they said they would have to get back to us. Again, expecting a negative response from the county we started getting estimates from the removal. It's only three stumps, how much could it cost? So far we've gotten one verbal estimate for about $100. I might have underestimated the size of the stumps in my call though so, we'll see. As is required, we requested a Call Before You Dig appointment and painted big white Xs on the stumps so the locator guy won't miss them when he comes out to mark for the utility lines.

I hope this worked out for you. I'm doing the same in Victoria BC, although going with a private company. It's the first time I had to order a stump removal service so I like to read what others did. I'd go through my municipality to get it covered but it's on my own residential property so I doubt they'd cover it.

With your chainsaw, remove as much of the stump's top as you can. Drill holes equally spaced about every 6 to 8 inches all the way around the stump using a 1-inch spade bit and spade bit extension. Create holes that are three to four inches from the edge and about 12 inches deep. To link with the first holes, drill additional holes three to four inches below the rim at a 45-degree angle. Make sure the lower intersecting holes meet the vertical holes at a location much over 12 inches, and that their angle is above horizontal. This prevents the chemicals from spilling out on the floor as you prepare to pour them in from the top.
