Triangle Survey
The survey is closed. The results were presented to members at the July 16th meeting and posted here. They were also forwarded to the Clayton County DOT on July 17th.

We're surveying all Emerald Drive/Court residents, EDNA members and non-members, to see what your thoughts are regarding the Emerald Drive/Jodeco Road triangle intersection realignment and entrance improvements. The county has proposed two very preliminary options for the realignment. The first design option has two lanes, one in and one out, with an additional right turn lane. The second design option has only two lanes, one in and one out, with no turn lane. Which design do you prefer?
We want to know how you'd like the entrance to look and be maintained after the county finishes their work. We might even have some influence in the county's plans regarding the configuration of the intersection with the results from this survey. There are Pros and Cons for both and where they fall depending upon your opinions.

If we decide to improve the entrance after the county is done, how should we proceed? Having no water has been an issue for years when trying to maintain the few plantings that will grow in the current triangle. The poor soil doesn't help. Electricity is another issue. Electrical power would be needed for any lighting (to include Christmas lights), automated sprinklers, or even a camera system, should it be decided that we to go that route at some point.

It's possible that, if we choose to install water, power, and related features, this project may require an incremental installation approach. That would mean maybe water and power this year, and next year we install plants and a sign. Something like that. If we decide to install a sign or monument it should probably state "Lake Spivey Estates" and maybe the added text "Established 1958" in smaller text. This says we have an identity and gives us a sense of history.

The memorial to Sid and Sara Lanier was installed by the Emerald Green Garden Club in 2012. The memorial reads "In Appreciation for the care and attention given this garden by Sid and Sara Lanier". It consists of a large stone, some flowers, and a plaque. Should the memorial be preserved? If "yes", the rock and plaque will moved and stored until the county is done and then replaced in a new location at the intersection.
When it's all done we will likely have made some investment in our entrance therefore, we'll probably want it maintained. We could also decide to do nothing. We could leave the entrance as the county leaves it - no plants, no monument, no water, no electricity, and no regular maintenance. The decision is yours! Ownership of the property would incur some liability but also include some security in that any improvements would be better protected with ownership. The property tax liability would be minimal, for example, the property tax for each RMS is less than $2 annually. (See tax assessment example) Should EDNA pursue ownership of any land left following the realignment, if required? |
It should be noted that utility services like water and electricity will require monthly maintenance costs. However, for comparison, Lake Jodeco HOA is a voluntary organization and yet they are able to maintain a nice entrance on property that appears to be, from the county plat map, in the right-of-way. They have and maintain a monument on Jodeco Drive that has all the features listed in this survey, except a camera system. Their entrance has a stone monument, water, electric power, an automatic sprinkler system, and lighting. The entrance into the Longwood subdivision, located just east over the Jodeco Road causeway/bridge, does have a camera system. That system is specifically designed to capture vehicle tags. A camera system would, to be effective, require Internet access. Longwood utilizes an AT&T wireless cellular connection. That again, in addition to the installation cost, would require another reoccurring monthly expense and without remote access the system would be virtually useless.
We're not advocating for or against any of these options we're only trying to make residents aware of the possibilities and you should know that any utilities installation is likely far less expensive when done during the intersection realignment rather than after. Of course, what can be done will depend on cost and the funds available. We currently have $7,000 in the bank. |
